Dr. the Honourable Andrew Wheatley was born in Spanish Town, St. Catherine and attended the University of the West Indies, Prairie View A & M in Texas (U.S.A.), and Imperial College at the University of London (England).
Dr. Wheatley is an accomplished academic and a British Commonwealth Scholar. He is the holder of a Bachelor of Science Degree from the University of the West Indies in Biochemistry and Chemistry (with Honours), and a Doctorate, from the University of the West Indies and Imperial College, University of London in Basic Medicine.Relevant experience
In his political life, Dr. Wheatley served as: Councillor of the Naggo Head Division of the St. Catherine Southern Constituency; Deputy Mayor of Spanish Town and Vice-Chairman of the St. Catherine Parish Council (June 2003 to 2005). From 2005 to 2012, he was the Mayor of Spanish Town and Chairman of the St. Catherine Parish Council. He was Vice-President of the Association of the Local Government Authorities of Jamaica (ALGAJ) from 2007 to 2012, and also the Opposition Spokesman on Science, ICT, Digital Society Development and the Environment.
Dr. Wheatley is a Deputy General Secretary of the Jamaica Labour Party and is in his second term as Member of Parliament for South Central St. Catherine. With the establishment of a new administration, on March 7, 2016, Dr. Wheatley was appointed Jamaica’s Minister of Science, Energy and Technology.Career & qualifications
Dr. Wheatley holds a Bachelor of Science Degree in Biochemistry and Chemistry (Hons). He has a Doctorate in Basic Medicine from the University of the West Indies and Imperial College, University of London.
A Senior Lecturer in Basic Medicine and a Research Scientist at the University of the West Indies, his work includes studies in the areas of Diabetes Management, Reversal of the Effects of Cocaine Addiction, Genetic Engineering Against Disease and Stress conditions, Pharmaceutical properties of indigenous materials and tissue culturing. Dr. Wheatley has numerous publications in International Peer-Reviewed Journals and has two local and two international patents to his name.Vision

MICHELLE ANDREA FORBES is the Ministry’s Chief Technical Director for the Energy and Mining portfolios. She also supervises the legal department of the Ministry, which provides advice to the Ministry generally as well as some of the Ministry’s agencies and departments. COLEEN T. WEISE is MSTEM’s Senior Legal Officer (Acting) and has occupied this post since January 2, 2015. She is responsible for co-ordinating the Ministry’s legislative programme and serves as chief legal counsel for all the respective departments and agencies in support of their strategic objectives.Relevant experience
Immediately prior to joining the team at MSTEM, Coleen was a Crown Counsel in the Attorney General’s Chambers where she served for over five years in that department’s Commercial as well as Constitutional Affairs Divisions. She has represented the Government of Jamaica on several working groups, committees, enterprise teams and has participated in a number of international financial negotiations on behalf of the Government.
Coleen has also worked in private practice in one of Jamaica’s leading law firms where her primary areas of practice included employment law, contract law, commercial negotiations, company law and conveyancing.Career & qualifications
Coleen, a Scotiabank Scholar, obtained a Bachelor of Laws Degree (Upper 2nd Class Honours) from the University of the West Indies, Mona. She also possesses a Certificate in Legal Education from the Norman Manley Law School and was admitted to the Jamaican Bar in 2007.
YVONNE BARRETT-EDWARDS is the Director of Energy Economics and Planning in the Energy Division of the Ministry; a position she has held since November 2006. Yvonne oversees activities relating to monitoring energy supply and demand, emphasizing statistics with a view to conducting impact analyses; providing technical, economic, social and energy related data and enhancing the planning and decision making function at the ministerial, national, sub-regional and regional levels. She also facilitates policy development through constant dialogue with key stakeholders.Relevant experience
Prior to joining MSTEM, Yvonne held several positions at Cable & Wireless Jamaica (C&WJ) Limited where she worked for over 12 years. During her tenure at C&WJ she performed the full spectrum of technical and administrative functions including system diagnosis, job order and service order processing and fleet management system improvements and maintenance.Career & qualifications
A graduate of the University of the West Indies (Mona), Yvonne holds a Bachelor of Science Honours Degree in Management Studies and a Master of Science Degree in Economics with emphasis in Game Theory and International Trade. In April 2011, she completed the Public Sector Senior Management Development Programme and was awarded a Post Graduate Diploma by the Management Institute for National Development.Vision

Taniquea K. S. Callam is the Director of Communications and Public Relations in the Ministry. She has primary responsibility for media and public relations and corporate communications.Relevant experience
Prior to assuming her role of Director of Communications and Public Relations, Taniquea served as Communication Officer within the Ministry. With eleven (11) years experience in Communications and Public Relations, she has served the Government of Jamaica for eight (8) years.Career & qualifications

KATHY CHAMBERS ADMAN is the Senior Director, Human Resource Management and Administration in the Ministry. She has responsibility for directing the personnel, training, industrial relations, human resource management and development programmes of the Ministry as well as directing and providing advice on matters relating to Administration, Transportation & Office Services ensuring their responsiveness to the changing needs and requirements of the Ministry.Relevant experience
Kathy has over 17 years work experience in the Public Service, specializing in Human Resource Management. Prior to assuming her role in this Ministry she has served in the Human Resource Management and Administration and the Human Resource Development and Management Divisions of the Ministry of Education and the Office of the Prime Minister/Office of the Cabinet respectively.Career & qualifications

ROSEMARIE LAMMIE-SHIRLEY is the Chief Internal Auditor in the Ministry. Her current role includes the management of the Internal Audit Unit and leading the charge in the delivery of high quality audit services within the Ministry as well as its external divisions and portfolio agencies. Rosemarie also serves as a member of the Management Institute for National Development (MIND) Audit Committee and is a member of the Institute of Internal Auditors (IIA) Jamaica Chapter.Relevant experience

KAYDIAN ALECIA SMITH is the Principal Director for Information Communications Technology in the Ministry. Under the Direction of the Chief Technical Director her responsibilities include:
- Guiding the reform of the current Telecommunications Act with a view to developing a robust omnibus ICT Legislation. This involves among others, reform of the legal and regulatory framework governing licensing of telecommunication carriers and the fee structure for the telecommunications industry; spectrum management and monitoring; convergence of ICT services on diverse media; and digital switchover;
Prior to joining MSTEM, Kaydian was the Legal Officer/Company Secretary at the National Solid Waste Management Authority where she was responsible for:
- Providing legal advice to the Board of Directors;
- Developing legislative agenda for the Authority;
- Reviewing and preparing drafting instructions for the Chief Parliamentary Counsel; and
- Preparing opinions and memoranda on the enforcement of provisions under the Act.
She has over eight (8) years experience practicing as an Attorney-at-Law and has vast working knowledge of civil procedures.Career & qualifications

SOLOMON BURCHELL is the Director of Electricity and Chief Electricity Inspector of the Electricity Division (more commonly known as the Government Electrical Inspectorate (GEI). The GEI is responsible for enforcing electrical related technical and safety standards within the electrical pursuant to the Electric Lighting Act and also conducts safety inspections in respect of the petroleum sector.Relevant experience
Solomon has over twenty-one (21) years experience at the GEI. He specializes in the inspection and testing of electrical installations, of the high, medium and low voltage band, as well as the approval of related electrical designs and the project management of electrical installation related projects. Solomon plays an integral part in the establishment of electrical standards and codes for the local industry. Solomon also plays an active role in the management of the inspection process associated with petrol filling stations, petroleum depots, and petroleum tanker-wagon garages.Career & qualifications

Throughout the years of 2012 and 2014, Andrew practiced law at a local firm where he had conduct of matters in the Supreme Court of Judicature of Jamaica and the Resident Magistrate Courts. He handled cases involving commercial law, company law, contract law, trust law, property law, probate law, family law, administrative law, criminal law and tort law. Prior to his employment at the firm, Andrew completed various internships which include positions at the State Attorney’s Office in Florida and the Attorney General’s Chambers in Jamaica.Career & qualifications
Andrew was trained and educated in Jamaica and the United States of America. In May 2007 he graduated summa cum laude from New York Institute of Technology with a Bachelor of Science in Business Finance. In May 2010, Andrew earned a Doctorate of Jurisprudence from Florida International University College of Law and in May 2012 he received a Certificate of Legal Education from Norman Manley Law School in Jamaica. Andrew has also studied international and comparative law in the People’s Republic of China. CECIL M. T. MCCAIN is the Director, Post and Telecommunications in the Ministry. In that post he provides technical and policy advice to the Government of Jamaica on telecommunications, the postal sector and Information and Communication Technology related matters.Relevant experience
Cecil has over 20 years of experience in coordinating and monitoring the implementation of Energy, Telecommunications, Technology and ICT related projects and policies. Between 2009 and 2013, Cecil was appointed by the United Nations Secretary General´s to the Multistakeholder Advisory Group of the Internet Governance Forum. Mr McCain is currently a member of the Board of the Universal Service Fund and the Postal Corporation of Jamaica. He is also a member of the Advisory Committee of the Mona ICT Centre (formerly the Telecommunications Policy and Management Programme) of the Mona School of Business, University of the West Indies.
Prior to his current appointment, Cecil was assigned to the Office of the Permanent Secretary where he provided oversight and administrative support in the functioning of that Office as well as provided special coordinating responsibility for Science, Technology and ICT matters. His prior experience also includes short term assignments related to Motor vehicle Import policy and trade policy monitoring. Cecil provided support in the planning and execution of the inaugural and second PetroCaribe Summits. He was also a member of the Caribbean Postal Union Management Advisory Committee.
Prior to his joining the Civil Service, Cecil spent nine (9) years at the Caribbean Energy Information System as Research Officer and Data Analyst. In addition to his substantive duties during that time, he was also Chief Editor of two of the three flagship publications of the organisation. Cecil also contributed significantly in the conceptualization, development and initial implementation of the United Nations Development Programme/Global Environment Facility funded Caribbean Renewable Energy Development Project (CREDP) 1998 - 2000.
Cecil’s most recent accomplishments include the review and implementation of Jamaica’s National ICT Policy in 2011, review and amendment of the Telecommunications Act in 2012 and the review and implementation of the 2011 Telecommunications Universal Service Regulations.Career & qualifications
